Expansion and Modernization of the Oncology Outpatient Clinic in Constanța

In line with Romania’s national effort to modernize oncology infrastructure, the project to expand and rehabilitate the outpatient oncology clinic within the Constanța County Emergency Hospital represents a major initiative aimed at increasing access to care and improving the quality of medical services for cancer patients.

The Oncology Department of the Constanța County Emergency Hospital is the public healthcare structure serving the largest number of cancer patients in the south-eastern region of Romania.

However, the current outpatient infrastructure is outdated and insufficient, with spaces that no longer meet patients’ needs for treatment, safety, and comfort.

PROJECT GOAL

To increase care capacity and improve the quality of medical services through the reconstruction, modernization, and expansion of the specialty outpatient clinic, transforming it into a modern, efficient, and humane medical center, adapted to the real needs of both patients and the medical team.

CURRENT SITUATION

At present, patients face multiple challenges:

  • Long waiting times for consultations and treatments, caused by inefficient patient flows and the high number of patients;
  • Potential risks of hospital-acquired infections and reduced safety – the old infrastructure and overcrowded spaces increase the risk of nosocomial infections and other complications, especially for immunocompromised patients;
  • The lack of an oxygen supply limits the ability to administer specific treatments, which in severe cases can have life-threatening consequences;
  • Inefficient patient pathways, generating additional stress and operational difficulties for medical staff;
  • Insufficient and outdated equipment, affecting both service quality and treatment efficiency;
  • Obsolete infrastructure, with small, uncomfortable spaces not adapted to modern standards of care;
  • Increased emotional burden on patients and their families due to inadequate conditions and the absence of a welcoming environment;
  • Psychological strain and mental health impact – disorganized medical processes amplify anxiety and stress, directly affecting patients’ overall well-being.

EXPECTED RESULTS:

  • Increased number of oncology patients treated in the public healthcare system by tripling the currently available space;
  • Improved quality of medical care through more efficient management of medical services;
  • Higher patient and caregiver satisfaction with the services provided in the new facility;
  • Reduced waiting times through the implementation of a modern appointment and reception system;
  • Lower risk of hospital-acquired infections and improved patient safety through compliance with the latest standards of care;
  • Provision of personalized treatments for complex cases through dedicated spaces in the new facility;
  • Improved care for critically ill patients requiring urgent oxygen therapy through the first-ever installation of an in-house oxygen system;
  • Improved laboratory sampling processes through the creation of a dedicated, safe space for handling medical specimens;
  • A positive impact on patients’ quality of life by ensuring dignified treatment conditions, including for those in terminal stages.
