FINANCIAL RIGHTS

What a child with SEN receives

Children with special educational needs receive the daily food allowance and the allowance for school supplies, kit, clothing and footwear.

Daily food allowance

It is granted monthly, according to the number of school days and school attendance, regardless of how many lesson hours a day the child attends, for as long as the school and vocational guidance certificate is valid.

  • It is not granted for days of unexcused absence, for Saturdays, Sundays, public holidays, or during school holidays
  • Children with SEN who are home-schooled and/or admitted to healthcare facilities are exempt from the school-attendance requirement

Kit allowance

A fixed cash amount for clothing, footwear, hygiene products, stationery and textbooks, toys, transport and cultural and sports materials.

Amount of the entitlements

The figures below are for the 2022–2023 school year, as they appear in our materials. They are updated periodically, so check the amounts currently in force at the school.

Minimum daily food allowance for the 2022–2023 school year.

580 lei

Annual kit for children from 0 to 2 years inclusive.

789 lei

In the 2022–2023 school year these entitlements were increased by 50% and extended to all children with SEN, including those without a special protection measure — in kindergartens, schools and high schools, mainstream and special education, public or private.

HOW TO CLAIM YOUR ENTITLEMENTS

Application and payment

The application, between 1 and 30 September

The entitlements are granted on the basis of a written application, submitted to the school where the child with SEN is enrolled, between 1–30 September of each school year, by the adult beneficiary, a parent or another legal representative. It must be accompanied by copies of the following documents:

  • The beneficiary’s birth certificate
  • The beneficiary’s identity document, where applicable
  • The identity document of the parent or legal representative
  • The school and vocational guidance certificate issued by CJRAE or CMBRAE
  • A sworn statement that the beneficiary does not receive the same entitlements as a result of a special protection measure
  • A sworn statement that the allowances will be used only for this purpose

When they are paid

The daily food allowance is paid in the first 10 working days of the month, for the previous month or months, depending on school days and recorded attendance.

The other entitlements are paid in two instalments: the first in April–June, for the first calendar semester, the second in October–November, for the second semester.
